They are actually relatively easy to find and steal through Pickpocketing. They are mostly random loot. I am not sure if there are any guaranteed locations though. NPC's all over can randomly have a piece of enchanted jewelry in their possession. If you save your game before entering a City for the first time, you can reload and most NPC's items will change.
It is a bit of an exploit, but if you really want some expensive enchanted jewelry to help you early on or to disenchant, it is a pretty easy way.

Skyrim quest and loot are radiant: you will find it when you will find it. Make one. If you can find something with the sneak enchantment, destroy it so you can make your own whenever you want.
